隨著今年初泰國首都曼谷加入聯合國全球學習城市網絡（GNLC），聯合國教科文組織曼谷地區辦事處（UNESCO Bangkok）也表示願意與曼谷合作，支持其持續推動「終身學習，為所有人提供機會」的努力。

曼谷市政府（BMA）於2024年3月31日在首都中央區的Benchakitti森林公園組織了一場公開活動與新聞發布會，詳細介紹市政府促進終身學習的政策，以使曼谷成為更可持續的聯合國教科文組織學習城市。市政府政策是作為「BKK閱讀與學習節」的一部分揭幕的，該節目包括一系列學習活動與攤位，重點是閱讀及兒童教育遊戲。

在描述曼谷市政府教育政策與計畫的協定時，曼谷副市長Sanon Wangsrangboon表示：「我們提倡『終身學習』及『為所有人提供機會』，因為學習不應該止於學校，我們需要思考如何使教育更加公平。早期兒童照護與教育、強制教育、技能發展以及全民終身學習，無論何時何地，都是我們努力的核心。這只是開始，我們還有很長的路要走。」

曼谷市政府與許多曼谷學習城市合作夥伴一起開展各項倡議，例如泰國公平教育基金（Equitable Education Fund），泰國知識管理與發展辦公室，泰國知識公園以及面向區域發展的計畫管理單位等。泰國首都擁有1400多所學校，50多所職業學校和大學，每個區域都有學習鼓勵中心，37個圖書館和移動圖書館，以及近260個博物館。

關於曼谷最近被承認為聯合國全球學習城市，聯合國教科文組織曼谷辦事處教育專家Rika Yorozu表示：「學習是人們行動達到可持續發展的強大手段。曼谷今年被選為聯合國全球學習城市網絡的成員，認證了城市內眾多的教育設施。加入這個網絡與79個國家中的355個其他學習城市交流經驗為我們打開了大門，促進了全民終身學習。聯合國教科文組織準備支持曼谷學習城市，也感謝泰國政府為全國築造學習城市所提供的支持。」

聯合國教科文組織曼谷辦事處與聯合國學習城市合作夥伴一起計劃於今年晚些時候為東南亞以及中國、日本和韓國的學習城市組織一個網絡活動。聯合國全球學習城市網絡還將在位於紐約聯合國總部9月所舉辦的「未來峰會」前組織一系列網絡研討會。與此同時，學習城市全球會議將定於2024年12月在沙烏地阿拉伯朱拜勒舉行，主題為通過終身學習實現氣候行動。

曼谷、孔敬與耶拉在今年2月加入了聯合國全球學習城市網絡。目前在泰國有10個聯合國學習城市，包括曼谷、差春騷府、清邁、清萊、合艾、孔敬、帕夭、普吉、素可泰與耶拉。

UNESCO salutes Bangkok on its entry into the Global Network of Learning Cities

The new Bangkok Learning City plans to foster early childhood care and education, compulsory education, skills development, and lifelong learning.

The UNESCO Regional Office in Bangkok (UNESCO Bangkok) has expressed its readiness to work with Bangkok in its ongoing efforts to promote ‘Learning for Life, Opportunities for All’, as Thailand’s capital city joined the UNESCO Global Network of Learning Cities (GNLC) earlier this year.

The Bangkok Metropolitan Administration (BMA) organized a public event and press conference at Benchakitti Forest Park, in the capital’s central district, on 31 March 2024, to elaborate on BMA policies promoting lifelong learning towards making Bangkok a more sustainable UNESCO Learning City. The BMA’s policies were unveiled as part of the ‘BKK Read & Learn Festival’, which featured a host of learning activities and booths highlighting reading and children’s educational games.

In describing the BMA’s protocol for mapping out its education policies and plans, Bangkok Deputy Governor Sanon Wangsrangboon remarked, ‘We promote ‘Learning for Life’ and ‘Opportunities for All’ because learning does not end in school, and we need to think about what can be done to make education more equitable. Early childhood care and education, compulsory education, skills development, and lifelong learning for all, anywhere, anytime, are at the core of our efforts. This is just the start, and we have a long journey ahead.’
Initiatives will be spearheaded by the BMA in collaboration with many Bangkok Learning City Partners, such as the Equitable Education Fund (Thailand), the Office of Knowledge Management and Development, Thailand Knowledge Park, and the Programme Management Unit on Area Based Development, among others. Thailand’s capital boasts numerous educational facilities and other learning spaces in its 1,400+ schools; more than 50 vocational institutions and colleges; learning encouragement centres in each district; 37 libraries and mobile libraries; and nearly 260 museums.On the recent recognition of Bangkok as a UNESCO Global Learning City, UNESCO Bangkok education programme specialist Rika Yorozu stated, ‘Learning is a powerful means for people to take action towards sustainable development. Bangkok has been selected as a member of the UNESCO GNLC this year, recognizing the numerous education facilities across the city. Joining this network opens doors to exchange experiences with 355 other Learning Cities in 79 countries promoting lifelong learning for all. UNESCO stands ready to support Bangkok Learning City, and UNESCO also appreciates the support that the Thai Government is providing to build learning cities across the country.’

Together with UNESCO Learning Cities partners, UNESCO Bangkok is planning to organize a networking event later this year for Learning Cities in South-East Asia, as well as in China, Japan and the Republic of Korea. The UNESCO GNLC will also organize a series of webinars in the runup to the UN ‘Summit of the Future’, which will take place at UN Headquarters, in New York, in September. Meanwhile, the Global Conference on Learning Cities is scheduled to take place in Jubail, Kingdom of Saudi Arabia, in December 2024, with a key theme on climate actions through lifelong learning.

Bangkok, Khon Kaen and Yala joined the GNLC in February of this year. There are now 10 UNESCO Learning Cities distributed throughout Thailand, namely Bangkok, Chachoengsao, Chiang Mai, Chiang Rai, Hat Yai, Khon Kaen, Phayao, Phuket, Sukhothai and Yala.
